Description 
Work proactively with key business partners
  (AOF/Manufacturing) to ensure compliant trade and non-trade imports and
  exports by Agilent's businesses and functions across all Malaysian ports of
  entry, including adherence to all applicable U.S./non-U.S., and local laws
  and regulations and with Agilent's policies. 
Focus on compliance oversight of Agilent
  businesses.  Work specifically with the
  local customer care center and logistics personnel on requirements and
  strategies for their procedures and operations.  Provide training and awareness to these
  teams on their application to their teams. 
Provide consulting and awareness on the key aspects
  of country of origin requirements for the manufacturing activity in Penang. 
Review products/services for impact of regulations
  such as the Export Administration Regulations (EAR), the International
  Traffic in Arms Regulations (ITAR), and Customs Regulations. 
Train, consult with, and advise employees through
  assessments and audits of international trade practices of businesses. 
Be the visible spokesperson for training activities
  pertaining to import, export, dangerous goods regulations. 
Supervise certain functions performed by GTC
  Specialists and/or Analysts and help manage/develop those personnel. 
Assess and audit sites for import and export
  compliance. Partner with business and functions in developing and
  implementing corrective actions where necessary. 
Assist business units and work with other GTC team
  members and legal counsel to help resolve trade compliance matters. 
Oversight and accountability for 3rd party logistics
  providers supporting GTC team.  Act as
  coach to Agilent team members in managing service providers effectively. 
Leverage Global Trade resources, best practices, and
  practices proactively.  Communicate
  Malaysian trade issues and practices with the intention of deepening
  understanding of local trade issues and complexities. 
Provide updates and strategies for the evolving
  Malaysian export control regime to the US based policy and compliance team. 
Provide oversight and consulting on key duty
  preference and qualification opportunities for the Penang manufacturing
  facility. 
Works with the global organization within Agilent
  Global Trade to gather feedback and actions related to our third party
  providers and their performance to compliance standards set by Agilent
  Technologies, 
Regular government communication and strategy to
  ensure that Agilent is aligned with local requirements and laws for
  compliance certification. 
  
Qualifications  
Bachelors Degree in International Trade, Finance,
  Accounting or other related field, business, or 8+ years of relevant
  experience in International trade compliance and operations. 
Strong working knowledge and experience in
  international import and export compliance policies, audit procedures and
  dangerous goods transportation compliance. 
Highly desirable, but not mandatory, are any or all
  of the following: technical, financial or scientific background, experience
  in Logistics, Customs (Import) Broker's license. 
Prior leadership/people management experience
  desired. Must be able to lead/manage “virtual” teams and remotely work with
  ETW, in-house customs broker, and outsourced trade resources.  You must coordinate with some different
  individuals in this format and be a strong “team” player. 
Excellent communication skills (verbal, written,
  presentation) with demonstrated ability to interact with regional/functional
  managers and senior managers. 
Process orientation – demonstrated ability to see
  the big picture and the end-to-end process. 
Demonstrated project management experience.
